TO BATTALION CHIEFS,
San Francisco Fire Department

Through a report received from the Acting Superintendent of Engines, my attention has been called to the fact that of late a number of cases have been reported of companies losing small tools, etc., off the apparatus while exercising and otherwise, and which he believes to be principally due to carelessness on the part of Captains in not seeing that said tools are properly fastened to the apparatus.

You are therefore directed to call the attention of all Captains of companies under your charge to this matter, and to notify them that they will be held personally responsible for all tools, etc., that may be lost under their charge when such loses cannot be satisfactorally accounted for.
