There is a good deal of savage comment on the disclosure made the earthquake that a good
deal of swindling has been done by contractors, by putting in foundations for buildings in
this city in which mud was made to masquerade for cement. There are conspicuous
instances of this kind of rascality in every street left unburned. A service to the community
would be performed if some of the indignant owners of houses who find that they are
propped on a lot of potted mud would put up signs reading: "This wall was erected by John
Cheatem," or as the case may be, without any other comment. This work would tell the rest
of the story.
